Find Your Federal or State California Representative - After entering this link, simply type your five digit zip code for your city (or 9 digit zip code for even more precise results).  For each representative, you will find their name, address, telephone, fax, and email.  

Note: Mail handling procedures for government office buildings in Washington, D.C. may cause your letters to be delayed by weeks or months.  Consequently, it is suggested that you telephone, FAX (sample fax) or e-mail (sample email) your representative.  Be sure to  include your  full name and address.  Keep your communication brief and concise (1 page maximum).  Discuss only one issue.

One last note: Due to the increasingly high volume of emails received by representatives, a fax or telephone call is normally far more effective than an email (though an email is far better than taking no action at all!).  You may also, in certain instances, arrange a personal visit with your government representative.
